After nearly 10 years of piloting the autonomy mechanism according to Resolution 77/2014/NQ-CP dated October 24, 2014 of the Government and more than 5 years of implementing the university autonomy mechanism in accordance with Law No. 34/2018 /QH14, it shows that the university autonomy mechanism has helped public universities under the Ministry of Industry and Trade proactively manage and effectively use financial resources to improve the quality of training and scientific research. However, the implementation of university autonomy still faces difficulties and obstacles, f-rom mechanisms to policies. This study focused on evaluating the university autonomy mechanism implemented by public universities under the Ministry of Industry and Trade. Based on the study’s findings, some solutions were proposed to improve the effectiveness of implementing the university autonomy mechanism in Vietnam.Sau gần 10 năm thực hiện thí điểm cơ chế tự chủ theo Nghị quyết 77/2014/NQ-CP ngày 24/10/2014 của Chính phủ và hơn 5 năm thực hiện tự chủ đại học (TCĐH) theo Luật số 34/2018/QH14 cho thấy, TCĐH đã giúp các trường đại học công lập (ĐHCL) trực thuộc Bộ Công Thương chủ động quản lý, sử dụng hiệu quả nguồn tài chính, cải tiến và nâng cao chất lượng đào tạo, nghiên cứu khoa học. Tuy nhiên, thực hiện TCĐH vẫn còn khó khăn, vướng mắc từ cơ chế, chính sách cho đến triển khai thực hiện. Bài viết tập trung đánh giá thực tiễn TCĐH tại các trường ĐHCL trực thuộc Bộ Công Thương, làm cơ sở đề xuất giải pháp nâng cao hiệu quả thực hiện TCĐH ở Việt Nam.
