Nghiên cứu nhằm điều chỉnh, bổ sung và hoàn thiện các quy định về tổ chức và hoạt động của chính quyền địa phương các cấp, trong đó chú trọng vai trò, vị trí của UBND cấp quận cần được tiếp tục quan tâm và triển khai hiệu quả. Bài viết bàn về một số đặc thù của ủy ban nhân dân (UBND) quận trong mô hình chính quyền đô thị nói chung, qua thực tiễn hoạt động tại Thành phố Hồ Chí Minh, từ đó đề xuất một số giải pháp nhằm nâng cao hiệu quả hoạt động của UBND quận trong thời gian tới.This study aimed to adjust, supplement, and strengthen regulations on the organization and operation of local governments at all levels, focusing on the role and position of the People's Committee at the district level. This study discussed some characteristics of the district-level People's Committee in the urban government model in general through practical activities in Ho Chi Minh City. Based on the study’s findings, some solutions were proposed to improve the operational efficiency of the People's Committee at the district level in the coming time.
