Responding to the dire consequences of the world's reliance on fossil fuels, many in the United States are calling for a major federal program to stimulate technological innovation in energy. An assessment of promising energy technologies reveals three policy packages and three institutions needed to overcome the obstacles these technologies are likely to face once they near the point of market competitiveness.
