Education in Vietnam is currently undergoing significant and comprehensive reform, with a key focus on the training and standardization of teaching staff in higher education institutions. This aspect of educational innovation holds immense importance for several reasons. Firstly, higher education plays a pivotal role in shaping the quality of national human resources. Secondly, the need to standardize teaching staff arises from the diverse scenarios observed in the management of faculty when implementing university autonomy. In the current Vietnamese context, where standardized regulations for university lecturers are lacking, studying international experiences can provide valuable insights for establishing a framework of criteria to enhance the standardization of teacher quality, thus elevating the overall quality of higher education. This study specifically examines the foundational elements involved in developing and implementing a framework of standards for competence among university lecturers in Croatia, an EU member state known for its emphasis on standardizing teaching staff quality through defined competency requirements. By drawing upon the experiences of Croatia, the research aims to lay a practical scientific groundwork for the development of a standardized framework and competency requirements for university lecturers in Vietnam. This approach seeks to contribute towards the enhancement of teaching quality and the overall effectiveness of higher education in the country.Trong bối cảnh tại Việt Nam hiện nay vẫn còn thiếu những quy định chuẩn hóa đối với giảng viên đại học, việc nghiên cứu kinh nghiệm quốc tế sẽ giúp chúng ta rút ra được nhiều bài học để xây dựng khung tiêu chí nhằm nâng cao việc chuẩn hóa chất lượng giáo viên, từ đó nâng cao chất lượng giáo dục đại học. Nghiên cứu này chỉ ra những nội dung cơ bản trong khung tiêu chuẩn về năng lực đối với giảng viên đại học tại Croatia - một quốc gia thành viên của Liên minh châu Âu EU, nơi việc chuẩn hóa chất lượng đội ngũ giảng viên thông qua chuẩn hóa các năng lực yêu cầu đối với giảng viên đại học luôn được chú trọng. Từ đó, nghiên cứu tạo cơ sở khoa học thực tiễn phục vụ cho việc phát triển khung tiêu chuẩn và chuẩn hóa yêu cầu về năng lực đối với đội ngũ giảng viên đại học tại Việt Nam.
