Vietnam has been implementing the 2018 General Education Program. The 2028 General Education Program is built with the perspective of developing learners’ capacity and qualities. However, the current high school teachers have not been trained at teacher training institutions according to the above perspective. Although the Ministry of Education and Training has implemented many training courses to guide the implementation of the program, in practice, teachers as well as high schools still encounter many difficulties in implementing it, and Hai Duong province is no exception to the above difficulties and shortcomings. Therefore, the study of high school teachers, the capacity of teachers and the development of high school teachers in Hai Duong province to meet the requirements of the 2018 General Education Program as a basis for proposing solutions to develop the province’s high school teachers is an issue that needs to be studied and resolved.Vietnam has been implementing the 2018 General Education Program.
