Administrative reform remains an essential requirement prioritized by most countries worldwide. The goal of administrative reform is to construct a modem, flexible, and efficient state administrative system aimed at minimizing risks and inconveniences. Furthermore, the administrative system needs to focus on serving the community's interests to refine a developed and modem adminỉsừative system. Therefore, fostering motivation among the cadre of officials and civil servants in fulfilling the objectives of adminisữative procedure reform is highly necessary. It stands as a crucial measure contributing to achieving socio economic development goals.Cải cách hành chính luôn là yêu cầu tất yếu được hầu hết các quốc gia trên thế giới ưu tiên. Mục tiêu của cải cách hành chính là xây dựng nền hành chính nhà nước hiện đại, linh hoạt, hiệu quả nhằm giảm thiểu rủi ro và phiền hà. Hơn nữa, nền hành chính cần hướng tới phục vụ lợi ích cộng đồng với mục tiêu là hoàn thiện hệ thống hành chính phát triển, hiện đại. Vì vậy, tạo động lực cho đội ngũ cán bộ, công chức trong thực hiện nhiệm vụ, mục tiêu cải cách hành chính là hết sức cần thiết, là biện pháp quan trọng góp phần đạt được các mục tiêu phát triển kinh tế - xã hội.
