Managing public employees is an important content of developing the human resource for the political system in Vietnam. The 2010 Law on Public Employees has been amended and supplemented in 2019, but there are still certain limitations. The article analyzes a number of regulations on public employee management such as determining who is a public employee, dispatching and seconding public servants
thereby, points out a number of problems and shortcomings, then proposes supplementary recommendations to complete the law on management of public employees.Quản lý viên chức là một nội dung quan trọng của việc xây dựng và phát triển đội ngũ viên chức trong hệ thống chính trị ở nước ta. Luật Viên chức năm 2010 (đã được sửa đổi, bổ sung năm 2019) nhưng vẫn còn những hạn chế nhất định. Bài viết phân tích một số quy định về quản lý viên chức, như xác định người là viên chức, điều động, biệt phái viên chức... Qua đó, chỉ ra một số vướng mắc, bất cập và đề xuất, kiến nghị bổ sung, hoàn thiện pháp luật về quản lý viên chức.
