Hoạt động đầu tư quỹ bảo hiểm xã hội là hoạt động có ý nghĩa quan trọng với sự phát triển của quỹ bảo hiểm xã hội. Nguyên tắc và hình thức đầu tư quỹ bảo hiểm xã hội được pháp luật về bảo hiểm xã hội quy định rất cụ thể và hoạt động đầu tư được đặt dưới sự giám sát của cơ quan quản lý nhà nước về bảo hiểm xã hội, hội đồng quản lý bảo hiểm xã hội Việt Nam, Chính phủ và Quốc hội để bảo đảm tính chặt chẽ và minh bạch. Tuy nhiên, thực tế cho thấy, Luật Bảo hiểm xã hội năm 2014 vẫn thiếu một số quy định về đầu tư quỹ bảo hiểm xã hội nên việc đầu tư quỹ hiện nay vẫn chưa đạt được hiệu quả như kỳ vọng. Bài viết tập trung phân tích các quy định của pháp luật về đầu tư quỹ bảo hiểm xã hội đế bảo đảm yêu cầu phát triển bền vững, đồng thời, đưa ra một số gợi ý nhằm hoàn thiện các quy định này.The investment activities of the social insurance fund are not just financial transactions, but they play a crucial role in developing the social insurance fund and ensuring the well-being of society. The principles and methods of social insurance fund investment are explicitly outlined in social insurance legislation, with investment activities being subject to oversight by state management agencies on social insurance, the Social Insurance Management Council of Vietnam, the Government, and the National Assembly to ensure rigor and transparency. However, in practice, the Law on Social Insurance 2014 needs to include specific provisions regarding the investment of the social insurance fund, resulting in the current investment activities not meeting expected levels of effectiveness. This article analyzes the legal regulations related to the investment of the social insurance fund to ensure sustainable development and offers several recommendations for improving these regulations.
