Abstract: Human resources in higher education include two basic elements, which have a dialectical relationship with each other, which are the quantity and quality of staff and public employees: managers, lecturers, and staff. In which, managers and lecturers are the most important force, the decisive factor in the quality of university education. Based on the analysis of the current state of human resources in higher education, the article initially proposes solutions to develop human resources further, especially focusing on improving the quality of lecturers and managers in higher education and training institutions, considering this as a pivotal process in fundamental and comprehensive innovation of education and training in Vietnam today.
