Abstract: The August Revolution triumphed in 1945, establishing the Democratic Republic of Viet- nam. President Ho Chi Minh devised a "Independence - Freedom - Happiness" value philos- ophy for the new state from the start. His Will (1969) aimed to create a peaceful, unified, au- tonomous, democratic, and affluent Vietnam, as well as contribute to the global revolutionary movement. It might be argued that his wishes in his Will must be considered and referred to in order to be implemented in the development of the current Vietnamese national value system. He established political values such as "independence," "freedom," "happiness," "peace," “unity,” “democracy,” and “prosperity" to lead the Vietnamese revolution. These values be- came the system of goals for national innovation, promoting "rich people, strong country, democracy, fairness, and civilization." Ho Chi Minh's legacy and the system of goals for the Party's innovation have matched the needs and ambitions of the Vietnamese people, in line with current trends, generating impetus for the country's long-term growth.
