many provisions are not specific and not consistent, leading to prolonged judgment enforcement, affecting the rights and legitimate interests of the parties, people with related rights and obligations, giving rise to complaints and denunciations in civil judgment enforcement activities and causing difficulties for the prosecution activities. nhiều quy định chưa cụ thể, chưa thống nhất, dẫn đến việc thi hành án kéo dài, ảnh hưởng đến quyền, lợi ích hợp pháp của đương sự, người có quyền lợi, nghĩa vụ liên quan, làm phát sinh khiếu nại, tố cáo trong hoạt động thi hành án dân sự và gây khó khăn cho hoạt động kiểm sát. Do đó, đặt ra yêu cầu hoàn thiện pháp luật nhằm nâng cao hiệu lực, hiệu quả của công tác thi hành án dân sự.
