Đăng ký đất đai theo mô hình phi địa giới hành chính đã được áp dụng ở tỉnh Đồng Nai từ năm 2017. Mục đích của nghiên cứu là đánh giá kết quả chuyển nhượng, tặng cho, thế chấp, xóa thế chấp quyền sử dụng đất theo mô hình phi địa giới. Nghiên cứu đã phỏng vấn 100 người sử dụng đất nộp hồ sơ tại Văn phòng đăng kí (VPĐK) tỉnh Đồng Nai
phỏng vấn 50 lãnh đạo và cán bộ chuyên môn thuộc Văn phòng Đăng ký đất đai, cơ quan thuế
sử dụng thang đo Likert 5 cấp để đánh giá. Kết quả nghiên cứu cho thấy tỷ lệ hồ sơ đăng ký chuyển nhượng, tặng cho chiếm tỷ lệ cao và dao động từ 42,59 - 48,83% so với tổng số hồ sơ chuyển nhượng, tặng cho
giao dịch thế chấp, xóa thế chấp chỉ chiếm từ 14,76 - 24,58% so với tổng số giao dịch thế chấp, xóa thế chấp trên địa bàn toàn tỉnh. Số lượng và tỷ lệ % hồ sơ thực hiện mô hình phi địa giới có xu hướng tăng trong giai đoạn 2019-2022. Người dân thực sự đã quan tâm và đánh giá rất cao mô hình này do rất dễ tiếp cận dịch vụ, cơ sở vật chất rất tốt, rất dễ thực hiện thủ tục, rất hài lòng với cán bộ tiếp nhận hồ sơ và sự phối hợp rất tốt với các bên liên quan. Chất lượng hệ thống hồ sơ địa chính được cán bộ đánh giá là có sự ảnh hưởng rất lớn tới hoạt động đăng ký phi địa giới hành chính. Nghiên cứu chưa đánh giá tác động của mô hình phi địa giới tới hoạt động của các chi nhánh VPĐK cấp huyện.Land registration according to the non-administrative boundary model (NOBM) has been applied in Dong Nai province since 2017. The purpose of the study is to evaluate the results of transferring, donating, mortgaging, and removing mortgages of land use rights according to the non-administrative boundary model. A random sampling method was used to select 100 land users and 50 staffs who work at the Land registration Office of Dong Nai province

Research results showed that the rate of non-administrative boundary registration documents in cases of transfer and donation applications for a high proportion and fluctuates from 42.59 – 48.83% compared to the total number of transfer and donation applications
Mortgage and remove mortgage on land use rights only account for 14.76 – 24.58% of the total number of mortgage and mortgage cancellation transactions in the whole province. The number and percentage of records implementing the non-boundary model tend to increase in the period 2019- 2022. Land users were really interested in and highly appreciate this model as it is very easy to access services, very good facilities, very easy to carry out procedures, very satisfied with the staff receiving the records and very good coordination with related parties. The quality of the Land database System was assessed by the staff as having a great influence on administrative non-boundary registration activities. The study has not yet studied the impact of the nonboundary model on the activities of the branches of the Land Registration Office at district level.
