Cùng với quá trình không ngừng hoàn thiện các điều kiện để tham gia hội nhập và hợp tác quốc tế, ngày 29/12/1987 Quốc hội nước Cộng hòa xã hội chủ nghĩa Việt Nam đã thông qua và ban hành Luật Đầu tư nước ngoài đánh dấu thay đổi cho việc Việt Nam tiếp cận nguồn vốn nước ngoài một cách chính thức. Đây là điều kiện quan trọng góp phần quan trọng để thực hiện mục tiêu phát triển Việt Nam trong quá trình gần 40 năm xây dựng và đổi mới. Quá trình này có tác động toàn diện đến mọi mặt của đời sống xã hội trong đó có lĩnh vực quốc phòng và an ninh.Foreign direct investment plays a role in strengthening economic potential by directly injecting capital into the economy, thereby creating a premise for the needs of national defense and security to closely follow the goals of leanness, efficiency and modernity. This process has a comprehensive impact on all aspects of social life, including the field of national defense and security. Analyzing the two aspects of this process plays an important role in implementing the policy of attracting foreign investment while maintaining security and national defense from an early and distant perspective.
