Law enforcement on the mortgage registration of land use rights and assets related to land is a matter of particular concern in Thanh Hoa province. The process and procedures for receiving and settling dossiers in the field of mortgage registration of land use rights and properties attached to land in Thanh Hoa have been complied with the provisions of law, creating favorable conditions for organizations and individuals. However, a number of difficulties still exist from the law, from the structure of the organizations, the capacity and qualifications of registration officers, to the facilities and equipment for the registration process. Concerned about shortcomings, local authorities should pay attention to and consolidate the organization of the Land Registration Office, standardize the contingent of cadres, intensify the examination and inspection of law enforcement from the state management in the field of mortgage registration of land use rights and properties related to land in order to detect and synthesize practical difficulties and problems in order to promptly propose solutions in compliance with the law.Thi hành pháp luật về đăng ký thế chấp quyền sử dụng đất, tài sản gắn liền với đất đang là một vấn đề được đặc biệt quan tâm trên địa bàn tỉnh Thanh Hóa. Quy trình, thủ tục tiếp nhận, giải quyết hồ sơ trong lĩnh vực đăng ký thế chấp quyền sử dụng đất và tài sản gắn liền với đất tại Thanh Hóa đã được thực hiện đúng quy định của pháp luật, tạo điều kiện thuận lợi cho các tổ chức, cá nhân có liên quan. Song vẫn còn tồn tại một số khó khăn từ quy định của pháp luật, từ tổ chức bộ máy, năng lực, trình độ của cán bộ thực hiện đăng ký, đến cơ sở vật chất, trang thiết bị phục vụ cho hoạt động đăng ký. Trên cơ sở những tồn tại đó, chính quyền địa phương cần quan tâm, kiện toàn tổ chức bộ máy văn phòng đăng ký đất đai, chuẩn hoá đội ngũ cán bộ, tăng cường việc kiểm tra, thanh tra công tác thi hành pháp luật về quản lý Nhà nước trong lĩnh vực đăng ký thế chấp quyền sử dụng đất, tài sản gắn liền với đất nhằm phát hiện, tổng hợp các khó khăn, vướng mắc trong thực tiễn, để kịp thời đề xuất giải pháp, kiến nghị hoàn thiện quy định của pháp luật.
