Uganda s economy has been growing steadily for the past two decades, bringing significant improvements in economic and social conditions. The gradual shift in economic structure from agriculture to industry and services, the development of agribusiness, tourism and construction, and the recent discovery of oil deposits are all expected to increase the demand for skills. Against this backdrop the government has renewed its focus on technical and vocational education and training. The 10-year, 00 million Skilling Uganda Strategic Plan (2012-2021), approved by the cabinet in December 2011, captures the scope of its ambition and awaits support from the country s development partners. The Plan seeks to reform the Business, Technical and Vocational Education and Training (BTVET) sub-sector with the goal of fostering skills, raising worker and firm productivity, and increasing Uganda s competitiveness in global markets in the coming decades. In an effort to deepen dialogue with the Ugandan government on the challenges in implementing the plan the World Bank took advantage of a new diagnostic tool, SABER-WfD, to assess the institutional bottlenecks that stand in the way of success. The results draw attention to a few priority areas for immediate action among those identified in Skilling Uganda.
