This report was developed for the Pakistan government and other stakeholders to present policy and institutional underpinnings for the new competition law framework. An effective competition law-policy aims to provide equal opportunities for all capable entities to participate in the economy, thereby creating opportunities for entrepreneurship and giving rise to innovation. The report concludes with policy, institutional framework, organizational design, guidelines for regulations and a three year action plan to accomplish these objectives.
