Based on a streamlined enterprise survey and focused group discussions with key stakeholders, the study aims to identify obstacles to business growth for Libyan firms as well as to provide an overview of the impact of the ongoing civil conflict on the private sector. Additionally, the study aims to preliminarily map the private sector in Libya to provide insights on area of reforms. Unsurprisingly, the study finds that the conflict is having a significant impact on Libyan firms. Yet despite the dire context, several areas of opportunities are identified to support the Libyan private sector. The study concludes by listing a number of interventions and reforms, from institution building to investment climate promotion, necessary to private sector development in a post-conflict environment.
