Policy formulation in legislative activities is an important activity that aims to choose suitable evidence-based policies to transform into legal provisions. The main formulation is used to consider the economic, social and environmental effects of measures and policies
and to quantify the policy’s effectiveness towards the subjects who are affected by the policy with the aim to solve problems in society. The article analyses legal provisions on policy formulation in legislative activities
evaluates the results achieved, as well as reviews the limitations of policy formulation in legislative activities, thereby proposes a number of recommendations to improve these activities.Xây dựng chính sách trong hoạt động lập pháp là hoạt động nhằm mục đích lựa chọn những chính sách dựa trên bằng chứng để chuyển hoá thành các quy định pháp luật. Xây dựng chính sách được sử dụng để xem xét ảnh hưởng của các biện pháp, chính sách đối với kinh tế, xã hội và môi trường
