In Vietnam, the ethnic policy and the implementation of the ethnic policies are considered the tasks of the entire Party, the entire people, the entire army, of all levels, branches, of the entire political system. Because of that importance, the state management of ethnic affairs were, are and will be one of the areas that researchers are very interested in. This study aims to enrich and supplement the existing research results in this area by concretizing the conditions of Tra Tap commune- a difficult mountainous commune of Nam Tra My district, Quang Nam province and attaches closely to the three most basic contents of the state management of ethnic affairs at the commune level.Ở Việt Nam, chính sách dân tộc và thực hiện chính sách dân tộc được xem nhiệm vụ của toàn Đảng, toàn dân, toàn quân, của các cấp, các ngành, của toàn bộ hệ thống chính trị. Vì tầm quan trọng đó, quản lý nhà nước về dân tộc đã, đang và sẽ là một trong những lĩnh vực được các nhà nghiên cứu rất quan tâm. Nghiên cứu này nhằm làm giàu hơn và bổ sung thêm cho các kết quả nghiên cứu đã có về lĩnh vực này bằng việc cụ thể hóa vào điều kiện của xã Trà Tập- một xã miền núi còn nhiều khó khăn của huyện Nam Trà My, tỉnh Quảng Nam và gắn chặt với ba nội dung cơ bản nhất của công tác quản lý nhà nước về dân tộc tại chính quyền địa phương cấp xã.
