 The thrust of the argument in this report is that, from the fiscal policy perspective, Colombia's long term economic performance will best benefit from: lower public sector debt levels
  a lower size of public expenditure
  a simpler and (almost) neutral tax structure
  a closer linkage between revenue and expenditure responsibilities at different government levels
  stronger demand incentives and private sector participation in connection with social expenditures and the related public services
  improved equity and financial balance of public expenditures on salaries and pensions
  and further implementation of a medium term expenditure framework.
