Để có cơ sở thực tiễn cho việc đề xuất xây dựng và triển khai nội dung tiểu dự án 2: Đầu tư, phát triển các mô hình chăn nuôi gia súc, gia cầm theo chuỗi giá trị, vùng trồng sâm Ngọc Linh và dược liệu quý, thúc đẩy khởi sự kinh doanh, khởi nghiệp và thu hút đầu tư đối với vùng đồng bào dân tộc thiểu số và miền núi của Dự án 3, thuộc Chương trình mục tiêu quốc gia phát triển kinh tế - xã hội vùng dân tộc thiểu số và miền núi giai đoạn 2021-2030. Viện Chiến lược và Chính sách dân tộc (Học viện Dân tộc) đã được giao nhiệm vụ thực hiện các dự án thí điểm về xây dựng mô hình "Ngân hàng nuôi bò thịt gia trại, liên kết theo chuỗi giá trị gắn với tiêu thụ sản phẩm tại xã Tiến Bộ, xã Phúc Ninh, huyện Yên Sơn, tỉnh Tuyên Quang”. Qua 3 năm triển khai (từ năm 2018-2020), dự án đã hỗ trợ cho 23 hộ dân với tổng số 92 bò cái sinh sản đạt chất lượng cao. Hình thức hỗ trợ có điều kiện, gắn với xây dựng ngân hàng bò, sau 3 năm nuôi bò sinh sản hộ dân trả lại 50% số con giống giao nuôi. Kết quả của dự án đã cung cấp cơ sở thực tiễn cho hoạch định chính sách hỗ trợ giảm nghèo vùng dân tộc thiểu số và miền núi giai đoạn 2021-2025, theo tinh thần hỗ trợ có điều kiện, giảm dần cho không, huy động tối đa nguồn lực trong dân. Bài viết phân tích những kết quả đạt được của tiểu dự án trên.To have a practical basis for the proposal to develop and implement the content of sub-project 2: Investment and development of livestock and poultry breeding models according to the value chain, Ngoc Linh ginseng and medicinal herbs growing areas, promoting business start-ups, start-ups and attracting investment in ethnic minority and mountainous areas of Project 3, under the National Target Program on Socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030. The Institute of Strategy and Policy for Ethnic Minorities (Academy of Ethnic Minorities) has been assigned the task of implementing pilot projects on building a model of "Bank for raising farmed beef cattle, linking along the value chain with consumption products in Tien Bo commune, Phuc Ninh commune, Yen Son district, Tuyen Quang province”. After 3 years of implementation (from 2018-2020), the project has supported 23 households with a total of 92 reproductive cows. With the form of conditional support, associated with the construction of a cow bank, after 3 years of raising cows for reproduction, households return 50% of the breeding animals. The results of the project have provided a basis practice for policy making to support poverty reduction in ethnic minority and mountainous areas in the 2021-2025 period, in the spirit of conditional support, gradually reducing it for free, mobilizing maximum resources from the people. The article analyzes the results achieved by the above subproject.
