In the process of national development, our Party always attaches importance to cultural development, exploiting the values and potentials of culture to serve the cause of national construction and development. One of the important goals set by our Party is to build a comprehensively developed Vietnamese culture and people, aiming for truth - goodness - beauty, imbued with the national spirit of the nation, humanity, democracy and science
building culture into a solid spiritual foundation of society, to be an important endogenous strength to ensure sustainable development and firmly defend the Fatherland for the sake of a rich people, a strong country, a democratic, fair and civilized society. Resolution No. 88/2019/QH14 dated November 18th, 2019 of the National Assembly approving the master plan for socio-economic development in ethnic minority and mountainous areas for the period of 2021-2030 has emphasized: “Socio-economic development policies in ethnic minority and mountainous areas must be comprehensive, aiming at sustainable development and promoting the advantages and potentials of the region and the self-reliance of the ethnic minorities” (Quoc hoi, 2019). “Advantages and potentials” here are not only natural resources and minerals, but above all cultural resources and human resources, which are the great endogenous strength of ethnic minority culture that up to now has not yet been effectively exploited.Trong quá trình phát triển đất nước, Đảng ta luôn coi trọng phát triển văn hóa, khai thác giá trị, tiềm năng của văn hóa để phục vụ sự nghiệp xây dựng và phát triển đất nước. Một trong những mục tiêu quan trọng được Đảng ta đặt ra là xây dựng nền văn hóa và con người Việt Nam phát triển toàn diện, hướng đến chân - thiện - mỹ, thấm nhuần tinh thần dân tộc, nhân văn, dân chủ và khoa học
xây dựng văn hóa trở thành nền tảng tinh thần vững chắc của xã hội, là sức mạnh nội sinh quan trọng bảo đảm sự phát triển bền vững và bảo vệ vững chắc Tổ quốc vì mục tiêu dân giàu, nước mạnh, xã hội dân chủ, công bằng, văn minh. Nghị quyết số 88/2019/QH14 ngày 18/11/2019 của Quốc hội phê duyệt Đề án tổng thể phát triển kinh tế-xã hội vùng đồng bào dân tộc thiểu số và miền núi giai đoạn 2021-2030 đã nhấn mạnh: “Các chính sách phát triển kinh tế-xã hội vùng đồng bào dân tộc thiểu số và miền núi phải toàn diện, hướng đến mục tiêu phát triển bền vững và phát huy lợi thế, tiềm năng của vùng và tinh thần tự lực của đồng bào dân tộc thiểu số” (Quoc hoi, 2019). “Lợi thế, tiềm năng” ở đây không chỉ là những tài nguyên, khoáng sản mà trên hết là nguồn lực văn hóa, nguồn lực con người, là sức mạnh nội sinh to lớn của văn hóa dân tộc thiểu số mà cho đến nay vẫn chưa được khai thác hiệu quả.
