Biển, đảo có vai trò rất quan trọng đối với sự phát triển và an ninh của các nước có biển nói riêng và của thế giới nói chung. Biển, đảo là một bộ phận cấu thành phạm vi chủ quyền thiêng liêng của Tổ quốc, cùng với đất liền tạo ra môi trường sinh tồn và phát triển đời đời của dân tộc Việt Nam. Lấn biển để dựng nước và thông qua biển để giữ nước là một nét độc đáo của dân tộc Việt Nam trong quá khứ. Đó cũng chính là nét độc đáo của bản sắc văn hóa Việt Nam, cần được giữ vững và phát huy hơn nữa trong kỷ nguyên mới - kỷ nguyên của khoa học kỹ thuật, toàn cầu hóa và hội nhập kinh tế quốc tế. Việt Nam trên con đường hội nhập với thế giới, vì vậy đối với biển chúng ta cần nghiên cứu và đưa ra một đường lối, chiến lược phát triển kinh tế biển nhằm khai thác hữu hiệu các tiềm năng biển, phát triển kinh tế và bảo vệ đất nước. Bài viết phân tích, đánh giá lợi thế phát triển kinh tế biển và khái quát Chiến lược phát triển kinh tế biển của Việt Nam. Trên cơ sở đó, đề xuất một số giải pháp cơ bản nhằm tăng cường quản lý, bảo vệ và phát triển kinh tế biển, đảo Việt Nam trong thời kỳ mới.Sea and island play a very important role for the development and security of the countries in the sea in particular and the world in general. The sea and the island constitute an integral part of the sacred sovereignty of the Fatherland, together with the mainland, creating an environment of eternal survival and development for the Vietnamese nation. Beachfront to build water and through the sea to hold water has been a unique feature of the Vietnamese nation in the past. It is also the uniqueness of Vietnamese cultural identity, which needs to be sustained and promoted further in a new era - an era of science and technology, globalization and international economic integration. Vietnam is on the path of integration with the world, so for the sea we need to research and devise a sea economic development strategy and pathway to effectively exploit the sea potentials, economic development and protect the country. The paper analyzes and assesses the advantages of marine economic development and outlines Vietnam's Marine Economic Development Strategy. On that basis, some basic solutions are proposed to enhance the management, protection and development of Vietnam's marine and island economy in the new period.
