Doanh nghiệp nhỏ và vừa (DNNVV) có vị trí, vai trò rất quan trọng trong nền kinh tế của mỗi nước, kể cả các nước có trình độ phát triển cao. Khu vực doanh nghiệp này đóng góp quan trọng cho sự tăng trưởng của nền kinh tế quốc gia
tạo công ăn việc làm, tạo nguồn thu nhập ổn định và thường xuyên cho một bộ phận lớn dân cư, góp phần ổn định chính trị xã hội
góp phần khai thác và sử dụng các nguồn lực, phát huy các tiềm năng còn tiềm ẩn trong xã hội… Vì vậy, các quốc gia đều không ngừng quan tâm, tạo điều kiện khuyến khích DNNVV phát triển. Trong những năm gần đây, nhiều DNNVV của các quốc gia trên thế giới và Việt Nam gặp khó khăn phải giải thể, tạm ngừng hoạt động... Để các DNNVV có thể duy trì hoạt động sản xuất kinh doanh thì sự hỗ trợ tài chính từ phía Chính phủ là rất cần thiết.
