Giai đoạn 2016 - 2020, hệ thống các cơ chế, chính sách pháp luật phục vụ quá trình cơ cấu lại doanh nghiệp nhà nước đã được sửa đổi, bổ sung, hoàn thiện và có nhiều đổi mới nhằm tháo gỡ vướng mắc, khó khăn, đẩy nhanh tiến độ thực hiện, ngăn ngừa thất thoát vốn, tài sản nhà nước, tạo điều kiện thuận lợi cho việc bán cổ phần và thu hút được các nhà đầu tư có tiềm năng. Qua đó, quá trình cơ cấu lại doanh nghiệp nhà nước, cổ phần hóa, thoái vốn ở nhiều doanh nghiệp đã đạt được nhiều kết quả quan trọng. Tuy nhiên, trong giai đoạn này, cơ cấu lại doanh nghiệp nhà nước ở một số doanh nghiệp chưa đạt kết quả như kỳ vọng. Việc tổng kết, đánh giá quá trình cơ cấu lại doanh nghiệp nhà nước giai đoạn 2016 - 2020 sẽ góp phần tìm ra các giải pháp đồng bộ nhằm đẩy nhanh tiến độ thực hiện cơ cấu lại doanh nghiệp nhà nước trong thời gian tới.In the 2016-2020 period, the system of mechanisms, policies and regulations for restructuring process of state-owned enterprises (SOEs) has been revised, supplemented, updated with various innovations to remove obstacles, difficulties, speed up implementation, prevent loss of state capital and assets, create favorable conditions for the sale of shares and attract potential investors. Thereby, the process of SOE restructure, equitization and divestment has achieved multiple important results. However, during this period, certain enterprises have not achieved the expected results in their restructure process. The review and assessment of SOE restructuring process in the period 2016-2020 will foster the solutions to accelerate the SOE restructuring process in the coming time.
