Nghiên cứu nhằm đánh giá kết quả thực hiện quy hoạch sử dụng đất đến năm 2020 và kế hoạch sử dụng đất kỳ cuối (2016 - 2020) của tỉnh Ninh Bình, trên cơ sở đó đề xuất một số giải pháp nhằm nâng cao hiệu quả công tác quy hoạch, kế hoạch sử dụng đất trên địa bàn tỉnh. Nghiên cứu cho thấy, tính đến 31/12/2020 tổng diện tích tự nhiên của tỉnh là 141.178,14 ha, tăng 2.499,34 ha so với kết quả điều chỉnh quy hoạch được duyệt do hoàn thành công tác đo đạc lại bãi bồi tại huyện Kim Sơn và giải quyết tranh chấp tại huyện Gia Viễn, huyện Nho Quan với tỉnh Hòa Bình. Đến năm 2020, tỉ lệ đất đã được khai thác đưa vào sử dụng tại tỉnh Ninh Bình chiếm tỉ lệ cao, đạt 96,68 % tổng diện tích tự nhiên toàn tỉnh. Kết quả thực hiện quy hoạch, kế hoạch sử dụng đất giai đoạn 2016 - 2020 đạt tỉ lệ chưa cao so với quy hoạch, kế hoạch đã được phê duyệt, cụ thể: Chỉ tiêu sử dụng đất nông nghiệp thực hiện đạt 114,08 %
Đất phi nông nghiệp đạt tỉ lệ thấp là 75,59 %
Đất chưa sử dụng đạt 184,94 %. Tỉ lệ các công trình dự án thực hiện trong giai đoạn này đạt tỉ lệ rất thấp so với quy hoạch, kế hoạch đã được phê duyệt. Kết quả này cho thấy trong giai đoạn tới, tỉnh Ninh Bình cần có những giải pháp nhằm nâng cao hiệu quả công tác quy hoạch, kế hoạch sử dụng đất của tỉnh.The study aims to evaluate the results of the implementation of the land use planning up to 2020 and the last land use plan (2016 - 2020) of Ninh Binh province, on that basis, propose some solutions to improve the efficiency of land use planning in the province.
