Phân bổ và sử dụng hợp lý nguồn ngân sách nhà nước (NSNN) là vấn đề quan trọng đối với các đơn vị hành chính sự nghiệp nhằm nâng cao hiệu quả quản lý nguồn NSNN. Dựa vào những vấn đề lý luận cơ bản về quản lý chi NSNN, bài viết đánh giá thực trạng tình hình quản lý chi thường xuyên NSNN tại Ủy ban nhân dân (UBND) huyện Cái Nước giai đoạn 2016-2020 và đề xuất các giải pháp chủ yếu nhằm hoàn thiện công tác quản lý chi thường xuyên NSNN tại địa phương. Kết quả nghiên cứu cho thấy công tác quản lý chi thường xuyên NSNN của UBND huyện Cái Nước phù hợp với tình hình kinh tế - xã hội địa phương, cơ bản tuân thủ theo Luật NSNN 2015 và các văn bản hướng dẫn của tỉnh Cà Mau. Tuy nhiên, bên cạnh những kết quả đạt được, công tác quản lý chi thường xuyên NSNN của huyện vẫn chưa hoàn thiện, tình trạng lãng phí, chi tiêu dàn trải vẫn còn đó những vấn đề bức xúc, cản trở tiềm năng phát triển của huyện.Reasonable allocation and use of state budget resources is an important issue foradministrative and non-business units in order to improve the efficiency of state budgetmanagement. Based on basic theoretical issues on state budget expenditure management,the article assesses the current situation of state budget recurrent expenditure managementat the People's Committee of Cai Nuoc district in the 2016-2020 period and proposesproposing key solutions to improve the management of recurrent state budget expendituresin the locality. The research results show that the management of recurrent expenditures ofthe state budget by the People's Committee of Cai Nuoc district is consistent with the localsocio-economic situation, basically in compliance with the 2015 State Budget Law andguiding documents of Ca Mau province. However, besides the achieved results, themanagement of recurrent expenditures of the state budget in the district is still incomplete,wastefulness, and scattered spending still have pressing problems, hindering potentials.development capacity of the district.
