Việt Nam là một trong những quốc gia chịu tác động trực tiếp của hiệntượng biến đổi khí hậu, vì vậy các chính sách Việt Nam luôn ưu tiên đẩy mạnhphát triển năng lượng tái tạo. Bên cạnh các lợi ích về mặt kinh tế, môi trường khisử dụng năng lượng tái tạo, việc tích hợp năng lượng tái tạo vào lưới đã dẫn đếnviệc suy giảm an ninh và độ tin cậy hệ thống do tính không ổn định và khó dựđoán của nguồn năng lượng. Thị trường điện Việt Nam cần có một thị trường cókhả năng giải quyết các sự mất cân bằng công suất liên tục gây ra bởi năng lượngtái tạo. Xây dựng thị trường cân bằng sẽ góp phần vào việc giảm tác động của cácảnh hưởng từ năng lượng tái tạo lên hệ thống điện và giúp chi phí vận hành cânbằng công suất được tối ưu. Mục đích của bài báo này là tập trung xây dụng môhình toán thị trường cân bằng dựa trên bài toán tuyến tính (LP). Tiếp theo, bàibáo tiến hành việc phân tích cơ chế một giá và hai giá trong thị trường cân bằng.Từ kết quả thu được, bài báo đưa ra đề xuất phương hướng xây dựng thị trườngcân bằng ở Việt Nam tại thời điểm hiện tại và tương lai.Vietnam is one of the countries directly affected by climate change, soVietnamese policies always give priority to promoting the development ofrenewable energy. In addition to the economic and environmental benefits ofusing renewable energy, the integration of renewable energy into the grid hasled to a decrease in system security and reliability due to its instability anddifficulty energy source prediction. The Vietnamese electricity market needs amarket that is able to address the persistent capacity imbalances caused byrenewable energy. Building the balancing market will contribute to reducing theimpact of renewable energy on the power system and help optimize operatingcosts to balance capacity. The purpose of this paper is to focus on building amathematical model for the balancing market based on linear problem (LP).Next, the paper analyzes the one price and two price mechanism in the balancingmarket. From the results obtained, the article proposes a direction to build abalancing market in Vietnam at present and in the future.
