Bảo vệ môi trường (BVMT) là một trong những mục tiêu cơ bản của sự phát triển bền vững
đồng thời cũng là quyền lợi và nghĩa vụ của mọi tổ chức, mọi gia đình và của mỗi người dân. Phương châm “Dân biết, dân bàn, dân làm, dân kiểm tra, dân giám sát, dân thụ hưởng” đã được cụ thể hóa không chỉ trong Luật Bảo vệ môi trường mà đã được hiện thực hóa trong các hoạt động khác như: qua các hoạt động truyền thông về BVMT
qua thực hiện quy chế dân chủ ở cơ sở
qua các hoạt động giám sát của các tổ chức chính trị - xã hội
qua mô hình hoạt động xã hội hóa BVMT
qua việc nâng cao vai trò của cộng đồng dân cư
qua các Chương trình mục tiêu quốc gia, dự án phát triển kinh tế - xã hội và BVMT. Tuy nhiên, để hiện thực hóa phương châm “Dân biết, dân bàn, dân làm, dân kiểm tra, dân giám sát, dân thụ hưởng” vẫn còn tồn tại nhiều vấn đề liên quan cần tháo gỡ. Từ thực trạng đặt ra, bài báo đã đề xuất một số kiến nghị: cần thể chế hóa quan điểm của Đảng trong bảo vệ môi trường, dựa trên nguyên tắc tiếp cận theo Quyền “Dân biết, dân bàn, dân làm, dân kiểm tra, dân giám sát, dân thụ hưởng” đảm bảo tính minh bạch, để xây dựng các quy định cho tổ chức, cá nhân, hộ gia đình, cộng đồng dân cư chủ động tham gia vào hoạt động BVMTEnvironmental protection is one of the basic goals of sustainable development. enhancing the role of the community
the National Target Programs, projects for socio-economic development and environmental protection. Currently, the article has proposed a number of recommendations which include that it is necessary to institutionalize the Party's views on environmental protection, based on the principle of the right approach “People know, people discuss people do, people control, people inspect, people supervise, people benefit” to ensure transparency and to develop regulations for organizations, individuals, households and communities to actively participate in environmental protection activities
