State administrative reform in Vietnam in recent years has also applied many elements of the market mechanism and operational measures of the private sector to improve operational efficiency and effectiveness.Mở rộng áp dụng các yếu tố của cơ chế thị trường, các hình thức hoạt động của khu vực tư vào nền hành chính công, theo quan điểm của nhiều nhà nghiên cứu quốc tế, không chỉ là con đường nâng cao hiệu quả, mà còn giúp nền hành chính công trở nên linh hoạt, thoát khỏi vỏ ốc quan liêu, góp phần tinh giản bộ máy tổ chức, nâng cao hiệu quả, phát huy mọi nguồn lực tham gia vào quản lý nhà nước, đáp ứng yêu cầu ngày càng cao của công dân.
