In the process of leading the renovation and international integration process, The Communist Party of Vietnam has declared that culture is both a goal and a driving force for socioeconomic growth. Recently, the Party added, considering culture as an endogenous force to ensure sustainable development and national defense. That shows that the Party has properly appreciated and valued the role of culture in the development of the country. To promote culture's role as the spiritual foundation of society, an endogenous force to ensure the country's long-term development, the Party has repeatedly stated that cultural exchanges and cooperation with foreign countries must be expanded in order to absorb the cultural quintessence of humanity, enriching and enriching the nation's culture. Simultaneously, it is necessary to allow culture to effectively serve as a bridge, cultivate external relations, advance human resources, and showcase Vietnam's cultural values to the world. This article will systematize and analyze the viewpoints and policies of the Party on the role of cultural exchanges and cooperation with foreign countries in the cultural development of the country during the innovation process.Trong quá trình lãnh đạo công cuộc đổi mới, hội nhập quốc tế, Đảng Cộng sản Việt Nam đã xác định: Văn hóa là nền tảng tinh thần của xã hội, vừa là mục tiêu, vừa là động lực thúc đẩy sự phát triển kinh tế – xã hội. Gần đây, Đảng bổ sung, coi văn hóa là sức mạnh nội sinh đảm bảo cho sự phát triển bền vững và bảo vệ Tổ quốc. Điều đó cho thấy, Đảng đã đánh giá đúng và coi trọng vai trò của văn hóa đối với sự phát triển của đất nước. Để văn hóa phát huy được vai trò là nền tảng tinh thần của xã hội, là sức mạnh nội sinh đảm bảo cho sự phát triển đất nước bền vững, Đảng cũng đã nhiều lần chỉ rõ phải mở rộng giao lưu, hợp tác văn hóa với nước ngoài để tiếp thu những tinh hoa văn hóa của nhân loại, bồi bổ và làm giàu đẹp thêm văn hóa của quốc gia dân tộc, để cho văn hóa thực hiện tốt vai trò là cầu nối, phát triển đối ngoại, phát huy nguồn lực con người và quảng bá các giá trị văn hóa của Việt Nam với thế giới. Bài viết này sẽ hệ thống hóa và phân tích những quan điểm, chủ trương của Đảng về vai trò của giao lưu, hợp tác văn hóa với nước ngoài đối với sự phát triển văn hóa của đất nước trong quá trình đổi mới.
