Nhằm phát huy thế mạnh của TP.HCM, với vai trò đô thị đặc biệt, triển vọng về một trung tâm tài chính quốc tế cho TP.HCM sẽ thành hiện thực khi nó được hậu thuẫn bởi một nền kinh tế thị trường phát triển và hội nhập. Do vậy, cơ cấu kinh tế TP.HCM cần điều chỉnh theo hướng hiện đại hóa thích ứng. Theo đó là thực hiện các giải pháp có hiệu quả trong khai thác các nguồn lực tài chính cấu thành một trung tâm tài chính tương ứng, đi đôi với sử dụng linh hoạt và nhạy bén các công cụ điều tiết hữu quan. Cũng cần nhấn mạnh là sự thành công của ý tưởng trên không thể thiếu vắng một chính sách kinh tế có hiệu quả tạo bước đột phá cho quá trình đó ...The goal of promoting the strengths of Ho Chi Minh City, which is considered as a special urban area, and the prospect of an international finance center for Ho Chi Minh City will come true if they are supported by a developing and integrated market economy.
