 It is extremely significant to inspire students in teaching generally and teachingCitizen Education particularly. The research paper considers stories as a means to maketeaching ethical contents in Citizen Education much more attracting, closer and moreunderstandable. In details, strengths of stories for use in teaching ethical contents at schoolare clarified. More importantly, this paper explains pedagogical measures and requirementsto assist teachers to utilize stories effectively, ranging from selecting stories (appropriatewith content, subject
  brief, succinct), designing story bank to organizing activities to usestories in lessons. It is noted when organizing activities to use stories purposes (leading in,discovering or testing, assessing)
