Higher education institutions are pioneers in government transformation models, because they are places where knowledge and education are concentrated in multi-disciplinary human resources, so improving the teaching, learning, research, management, and service delivery of higher education must be consistent with national goals. The author evaluates the digital transformation capacity of lecturers at Faculty of Economics - Business Administration, An Giang University using a set of indicators to measure digital transformation capacity of the European Framework, research to support university institutions' recognition and propose measures to improve digital transformation capabilities in university teaching.
