Thời gian qua, pháp luật (trực tiếp hoặc có liên quan) về phòng, chống dịch ở Việt Nam được xây dựng, dần hoàn thiện và đạt được nhiều kết quả khả quan. Tuy nhiên, các quy định của pháp luật và phương thức áp dụng pháp luật về phòng, chống dịch vẫn còn nhiều hạn chế, mâu thuẫn, bất cập. Thực tế này làm phát sinh nhiều hệ lụy cho xã hội và hiệu quả thực tiễn chưa được như mong đợi. Bài viết phân tích, đánh giá những hạn chế, mâu thuẫn, bất cập nêu trên, đề xuất các giải pháp hoàn thiện pháp luật về phòng, chống dịch thời gian tới., Tóm tắt tiếng anh, Over the past time, the legal documents on epidemic prevention and control in Vietnam has been built, gradually improved and achieved many positive results. However, the provisions of the law and the method of applying the law on epidemic prevention and control still have many limitations, contradictions and inadequacies. This reality has caused many consequences for society and the practical effect of the law has not met expectations. This article analyses and evaluates the above limitations, contradictions and inadequacies of the legal documents on epidemic prevention and control, then it proposes solutions to improve the relevant legislation and legal documents in the coming time.
