Tài sản công (TSC) ở nước ta có phạm vi rộng, có giá trị rất lớn, được hình thành, tích lũy qua nhiều thế hệ, là cơ sở vật chất để thực hiện công tác quản lý nhà nước, cung cấp dịch vụ công, bảo đảm quốc phòng, an ninh, an sinh xã hội, đồng thời là nguồn lực quan trọng để phát triển kinh tế - xã hội, tái cơ cấu ngân sách nhà nước. Vì vậy, việc quản lý, sử dụng tiết kiệm, hiệu quả tài sản công là yêu cầu bức thiết trong giai đoạn hiện nay. Thời gian qua, quản lý TSC, đặc biệt là ở các đơn vị sự nghiệp công lập (ĐVSNCL) luôn là vấn đề thời sự của Chính phủ, Quốc hội. Bộ Tài chính (BTC) với nhiệm vụ hỗ trợ Chính phủ, Quốc hội trong quá trình quản lý TSC quốc gia, do vậy quản lý TSC tại chính các ĐVSNCL thuộc Bộ là một vấn đề quan trọng hàng đầu trong chiến lược hoạt động của ngành tài chính. Bài viết này nghiên cứu về thực trạng quản lý TSC tại các ĐVSNCL trực thuộc BTC, từ đó đề xuất một số giải pháp cụ thể nhằm hoàn thiện công tác này., Tóm tắt tiếng anh, Public property in our country has a wide scope, has great value, being formed and accumulated over many generations, is the material basis for performing state management, providing public services, ensuring national defense, security and social security, and at the same time being an important resource for socio-economic development and restructuring the state budget. Over the past time, public property management, especially in public non-business units, has always been a topical issue of the Government and the National Assembly of Vietnam. The Ministry of Finance has the task of supporting the Government and the National Assembly in the process of national TSC management, so public property management at the Ministry of Finance's own high-quality units is a top important issue in the financial operation strategy of this ministry. In this research paper, the author studies the current situation of public property management at the public service units under the Ministry of Finance, thereby proposing some specific solutions to complete this work.
