Through field surveys in six provinces and cities (Hanoi, Yen Bai, Thanh Hoa, Da Nang, Ho Chi Minh City, and Kien Giang) in the form of interviews with local authorities (Departments of Foreign Affairs, Departments of Planning and Investment, and provincial Unions of Friendship Organisations) and international non-governmental organisations (INGOs) that have projects in the survey areas and consultation with local people, the survey team discovered a number of outstanding issues and problems in the activities of INGOs, as well as in the state management of INGOs. From such findings, this article presents their current development status and comes up with some recommended solutions to improve the management mechanism and improve their operational efficiency.
