Định giá công nghệ, tài sản trí tuệ được coi như là một yếu tố quan trọng trong quá trình thương mại hóa và chuyển giao kết quả nghiên cứu, tài sản trí tuệ và công nghệ. Theo Luật Khoa học và Công nghệ năm 2013, tổ chức chủ trì và các tổ chức khác được chuyển giao quyền sở hữu, quyền sử dụng kết quả nghiên cứu khoa học và phát triển công nghệ. Các kết quả nghiên cứu khoa học và phát triển công nghệ, các tài sản trí tuệ được tạo ra từ các kết quả nghiên cứu đó đều phải được định giá, từ đó làm căn cứ đưa ra giá trong sử dụng, chuyển giao, chụyển nhượng, góp vốn... Đây được coi là bước đột phá về cơ sở pháp lý để các tài sản trí tuệ, công nghệ được thương mại hóa, thúc đẩy thị trường khoa học và công nghệ phát triển. Tuy nhiên, điều này cũng là một thách thức cũng như cơ hội trong hoạt động định giá.
