Vấn đề quản lý và sử dụng đất có nguồn gốc nông, lâm trường được Đảng và Nhà nước hết sức quan tâm. Việc tổ chức thực hiện đã có nhiều kết quả tích cực nhưng chưa đáp ứng yêu cầu phát triển và nguyện vọng cùa nhân dân. Kết quả nghiên cứu và đề xuất giải pháp quàn lý sử dụng đất nông lâm trường tỉnh Bắc Kan cho thấy: a) Việc quản lý đất có nguồn gốc từ nông, lâm trường có 54,2% ý kiến là chưa phù hợp, 31,3% cho là phù hợp và 14,5% không nắm rõ. b) về chính sách quàn lý đất nông lâm trường tại địa phương, có 27,7% cho là phù hợp
56,6% cho là chưa phù hợp và 15,7% không nắm rõ. c) Chính sách pháp luật về quản lý, sử dụng đất nông lâm trường: 14,5% đánh giá là tốt, 36,1% bình thường và 49,4% chưa tốt
d) về đơn vị, sử dụng đất nông lâm trường có 43,3% cho rằng cần có ban quán lý
23,3% chọn công ty nông, lâm nghiệp
15% chọn công ty cổ phần
8,3% chọn công ty TNHH MTV
10% tất cả các đơn vị đều phù hỢp)
e) về năng lực cán bộ quàn lý đất nông lâm trường: có 33,7% cho là đáp ứng được, 66,3% cho là chưa đáp ứng được yêu cầu (nguồn nhân lực thiếu, trình độ chuyên môn còn yếu). Từ kết quả nghiên cứu đã đề xuất các giải pháp hoàn thiện công tác quản lý và sử dụng hiệu quả đất có nguồn gốc từ nông, lâm trường, gồm: a) Hoàn thiện chính sách pháp luật về quàn lý, sử dụng đất có nguồn gốc từ nông, lâm trường
b) Quy hoạch và tố chức thực hiện quản lý, sử dụng đất nông, lâm trường
c) Tuyên truyền về chính sách pháp luật đất đai
d) Tăng cường công tác thanh tra kiểm tra việc quàn lý sử dụng đãt nông lâm trường
e) Cần tiếp tục hoàn thiện đồng bộ hệ thống pháp luật liên quan đến quàn lý, sừ dụng đất nông lâm trường., Tóm tắt tiếng anh, The issue of land management and use of land in agricultural and forestry state farms is of great concern of theVietnam government. e) Regarding the capacity of managers of agricultural and forestry land: 33.7% think that they can meet the requirements, 66.3% think that they do not meet the requirements (human resources are lacking, professional qualifications are still weak). The study propose solutions to improve the management and effective use of land originating from agricultural and forestry farms, a). Formulating appropriate policy and regulation to manage land orignated from Agro-Forestry state Farms, b) Planning and organizing the implementation of management and use of agricultural land and forestry state farms
c) Comunication on land policies and laws
d) strengthening the inspection and examination of the management and use of agricultural and forestry land
e) continue to complete synchronously the legal system related to the management and use of agricultural and forestry land.
