y., To m ta t tie ng anh, "Change of land use purpose for commercial exploitation of the land use rights" in our country is currently a complicated legal issue. For comments on the draft Law on Land of 2023, it is likely that written comments in a "applied academic" manner are more appropriate when the draft Law on Land of 2023 is still pursued by the concepts and approaches of the the old laws on land from since 1980 and there has not been any improvement in the thoughts of law-making. The Law on Land of 2013, with fundamental different approach from what exists in countries around the world, even those existed in former socialist countries, has appeared a number of certain limitations and shortcomings although it has given certain achievements regarding the distribution of benefits under the legal condition of land "owned by the entire people" for the purpose of national construction and protection. A fundamental amendments of this Law is underway, however, it unlikely that the mentioned above limitations and shortcomings have been taken into account for amendment of the Law on Land of 2023.
