Phân tích thực trạng chính sách pháp luật thực hiện tự chủ đại học tại Việt Nam
nêu một số khuyến nghị về giải pháp nhằm nâng cao hiệu quả thực hiện tự chủ đại học tại Việt Nam. Bài viết đánh giá khung pháp lí nhằm thực hiện tự chủ đại học tại Việt Nam, qua việc chỉ rõ các bất cập phát sinh trong thực tế triển khai tự chủ đại học được đánh giá trên 3 nhóm nội dung tự chủ học thuật và chuyên môn, tự chủ về tổ chức và nhân sự, tự chủ về tài chính., Tóm tắt tiếng anh, Recently, university autonomy is a trend of development applied by many countries and Vietnam. Pilot application of autonomy has been performed by some training units and it is considered as one of important solutions in educational reform in Vietnam. However, certain opportunities and challenges have been found in applying this type of mechanism. Research will evaluates the legal framework of university autonomy through indicating the shortcomings arising in inplement of univesity autonomy on 3 parts academic and professional autonomy, organizational and personal autonomy, financial autonomy. Basing on the specific of implementing university autonomy in Vietnam, solutions on such 3 autonomous indicators are proposed, such as heighten academic autonomy, the right to proactively decide on staffing and financial autonomy with the reasonable State financial support and flexible mechanism to effectivly exploit and maximize the capacity of the universities.
