In the modern world, digital literacy is one of the important core competencies for lifelong learning and research. Learners in general, and university students in particular, in the context of educational digital transformation, must own digital literacy to be able to study and work in open and global educational environment. The Academy of Policy and Development has paid great attention to developing digital competencies for students to improve the effectiveness of application-oriented training. Using theoretical research methods, the article reviews research on digital literacy in the space of higher education. At the same time, it also frankly acknowledges the challenges encountered in the process of developing NLS, the article has proposed solutions to develop NLS for the University’s students, this is also a source of reference materials for educational institutions.
