Determining training needs for higher education institutions in general and for Bac Lieu University in particular, in which training management is an important function. With the view that training quality is a process, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has introduced the CIPO training model (Context-Input-Process-Output/Outcome). The article clarifies the current situation of training management regarding input factors according to this model at Bac Lieu University. The research results will help the school manage well the stages in the training management process such as: enrollment, staff, training program, finance, facilities and teaching equipment. From there, the author proposes some innovative solutions for training management on input factors according to the CIPO model to contribute to improving the quality of training for schools.
