In the modern educational context, equipping students with leadership skills and capabilities is becoming increasingly important, not just for personal development but also to cultivate global citizens capable of making positive contributions to society. This research proposes a new and innovative leadership capability framework for high school students, aiming to equip students with the necessary skills and capabilities to become effective leaders in the future. The Delphi research method was applied, through the collection and refinement of expert opinions, to develop a quality leadership capability framework. Results from surveys of 64 experts led to the identification of 6 main leadership capabilities, including: Strategic thinking, Effective communication, Management and delegation, Problem solving and decision making, Motivation and team encouragement, and Ethics and social responsibility. Each capability is accompanied by specific behavioral indicators, reflecting the real needs and expectations of the educational community. The conclusion of the study emphasizes that the leadership capability framework not only provides a solid basis for the development of leadership education programs in high schools but also supports students in developing not just leadership skills but also the ability to adapt and cope with change, meeting the challenges of the 21st century.Trong giai đoạn hiện nay, việc trang bị kỹ năng và năng lực lãnh đạo cho học sinh đang trở nên vô cùng quan trọng, không chỉ vì mục tiêu phát triển cá nhân mà còn nhằm hướng đến việc giúp học sinh trở thành công dân toàn cầu. Nghiên cứu này đề xuất một khung năng lực lãnh đạo mới dành cho học sinh khối trung học phổ thông. Phương pháp nghiên cứu Delphi được áp dụng, thông qua việc thu thập và tinh chỉnh ý kiến chuyên môn, để phát triển khung năng lực lãnh đạo phù hợp nhất. Kết quả khảo sát từ 64 chuyên gia đã xác định được 6 năng lực lãnh đạo chính, bao gồm: Tư duy chiến lược, Khả năng giao tiếp hiệu quả, Quản lý và phân quyền, Giải quyết vấn đề và ra quyết định, Tạo động lực và động viên nhóm, cùng Đạo đức và trách nhiệm xã hội. Mỗi năng lực đi kèm với các biểu hiện hành vi cụ thể, phản ánh nhu cầu thực tế và kỳ vọng của cộng đồng giáo dục. Kết quả nghiên cứu không chỉ cung cấp một cơ sở vững chắc cho việc phát triển chương trình giáo dục lãnh đạo tại các trường trung học phổ thông mà còn hỗ trợ học sinh phát triển không chỉ các kỹ năng lãnh đạo mà còn cả khả năng thích ứng và đối phó với thay đổi, đáp ứng các thách thức của thế kỷ 21.
