Problem solving and creativity is one of three general ability groups specified in the 2018 General Education Program in Vietnam. Accordingly, we want to form and develop in students specific manifestations of this ability group. In this capacity, first of all, teachers need to be trained right from when they are still pedagogical students. However, the “learn first, create later” approach is still prominent in current teacher training programs. Through theoretical research methods, the article emphasizes the concept, role and process of applying the Theory of Design theory as one of the opportunities for program innovation at teacher training institutions.
