For the purpose of successfully implementing the Project “Teaching and Learning Foreign Languages in the International Education System” for the period 2017–2025 in the context of implementing the current new general education program, building a team of English teachers for primary schools has a significant impact on the quality of language teaching and learning activities at primary schools. As it relates to this article, the study carries out a survey, examines the results, provides a clear assessment of the present state of affairs, and identifies the factors that have led to the current state of affairs regarding the development of English teachers at primary schools in Ke Sach district, Soc Trang province.
