In the information society, the development of scientific and technological information resources has promoted the growth of learning, research and innovation activites. This article identifies the current situation and barriers in implementing policies for the development of scientific and technological information resources linked with intellectual property protection in the digital environment in Vietnam. Based on this, it proposes solutions to overcome the existing barriers.Trong xã hội thông tin, sự phát triển của nguồn tin khoa học và công nghệ đã thúc đẩy các hoạt động học tập, nghiên cứu và đổi mới phát triển. Bài viết nhận diện thực trạng và các rào cản trong thực thi chính sách phát triển nguồn tin khoa học và công nghệ gắn với bảo hộ quyền sở hữu trí tuệ trong môi trường số tại Việt Nam, trên cơ sở đó, đề xuất giải pháp nhằm tháo gỡ các rào cản hiện đang tồn tại.
