In the context of the fourth industrial revolution taking place strongly with the advent of the Internet of Things (IoT), the digital economy is becoming an important characteristic and development trend, researched and applied by many countries. Digital economy is an economy that is maintained and continuously developed based on modern digital technology. Digital economic development is considered an inevitable trend of the world. One of the requirements for each country when developing a digital economy is to have a workforce with sufficient knowledge and skills suitable for this new type of economy. Vietnam is a developing country and being considered to have great potential for digital economic development in the future. Although Vietnam's human resources are large, their quality is not high and their professional qualifications are limited. In that context, consulting the experiences of other countries and regions around the world in building human resources to serve digital economic development is extremely necessary. The research will focus on clarifying the guidelines and policies of several countries such as... in the process of building human resources for digital economic development, thereby drawing valuable lessons for Vietnam to refer and manipulate.Trong bối cảnh cuộc cách mạng công nghiệp lần thứ tư diễn ra mạnh mẽ cùng với sự ra đời của Internet vạn vật (IoT), kinh tế số đang trở thành đặc trưng và xu hướng phát triển quan trọng, được nhiều quốc gia nghiên cứu, ứng dụng. Kinh tế số là một nền kinh tế được duy trì và phát triển liên tục dựa trên công nghệ số hiện đại. Phát triển kinh tế số được coi là xu thế tất yếu của thế giới. Một trong những yêu cầu đặt ra cho mỗi quốc gia khi phát triển kinh tế số là phải có một đội ngũ nhân lực có đủ kiến thức, kỹ năng phù hợp với loại hình kinh tế mới này. Việt Nam là một nước đang phát triển, được đánh giá có nhiều tiềm năng phát triển kinh tế số để bứt phá trong tương lai. Tuy nhiên, nguồn nhân lực của Việt Nam tuy đông nhưng chất lượng chưa cao, trình độ chuyên môn có nhiều hạn chế. Trong bối cảnh đó, việc tham khảo kinh nghiệm của các quốc gia khác trên thế giới về xây dựng nguồn nhân lực phục vụ phát triển kinh tế số là rất cần thiết. Bài nghiên cứu sẽ tập trung làm rõ đường lối, chính sách của một số quốc gia và vùng lãnh thổ trong quá trình xây dựng nguồn nhân lực cho phát triển kinh tế số, từ đó rút ra những bài học quý báu để Việt Nam tham khảo, vận dụng.
