Although Vietnam's current monetary policy management (Monetary Policy) has made progress compared to previous periods, there are still many inadequacies due to many subjective and objective reasons leading to its effectiveness. Monetary policy is still low, not optimally supporting the development of banking activities and the economy in general. Therefore, it is necessary to study international experiences from the past to the present on operating monetary policy and interest rates of countries, especially the United States, and compare with the process of formation and development of monetary policy in Vietnam to properly evaluate. Vietnam's position and conditions in the current context of strong digital transformation, pointing out inadequacies in institutions and operational organizations, and above all, providing a reasonable approach that complies with principles and practices. common practice in the world but still consistent with Vietnam's practice.Điều hành chính sách tiền tệ (CSTT) của Việt Nam hiện nay mặc dù đã có những tiến bộ so với các giai đoạn trước nhưng vẫn còn nhiều bất cập do nhiều nguyên nhân cả chủ quan và khách quan dẫn đến hiệu lực CSTT còn thấp, chưa hỗ trợ tối ưu cho sự phát triển của hoạt động ngân hàng và nền kinh tế nói chung. Vì vậy, cần thiết nghiên cứu kinh nghiệm quốc tế từ quá khứ đến hiện tại về điều hành CSTT, lãi suất của các nước đặc biệt là Mỹ, so sánh với quá trình hình thành và phát triển CSTT ở Việt Nam để đánh giá đúng vị trí, điều kiện của Việt Nam trong bối cảnh chuyển đổi số mạnh mẽ hiện nay, chỉ ra những bất cập về thể chế, tổ chức vận hành và hơn hết là đưa ra hướng tiếp cận hợp lý tuân thủ các nguyên tắc, thông lệ chung của thế giới nhưng vẫn phù hợp thực tiễn của Việt Nam.
