Digital competencies not only enhance job performance but also contribute to increasing the competitiveness of enterprises in the global business environment. Moreover, the establishment of a comprehensive framework that reflects digital competencies will facilitate the training and development of digital skills, enabling Vietnamese workers to effectively access and apply new technologies in their practical work. This paper will analyze data on the digital competencies of the Vietnamese workforce during the period 2018-2023. Consequently, we will propose a digital competency framework as a key to developing the digital workforce in Vietnam. Additionally, we also offer several recommendations to optimize the implementation of the digital competency framework in practice in Vietnam.Năng lực số không chỉ giúp nâng cao hiệu suất công việc mà còn góp phần tăng cường khả năng cạnh tranh của doanh nghiệp trong môi trường kinh doanh toàn cầu. Hơn nữa, việc xây dựng một khung để phản ánh năng lực số toàn diện sẽ tạo điều kiện thuận lợi cho việc đào tạo và phát triển kỹ năng số, giúp người lao động Việt Nam tiếp cận với các công nghệ mới và ứng dụng chúng vào thực tiễn công việc một cách hiệu quả. Bài viết này sẽ phân tích những số liệu về năng lực số của lực lượng lao động tại Việt Nam giai đoạn 2018-2023. Qua đó, chúng tôi sẽ đề xuất khung năng lực số như một chìa khóa phát triển nguồn nhân lực số cho Việt Nam. Đồng thời, chúng tôi cũng đề xuất một số khuyến nghị nhằm tối ưu hóa việc triển khai khung năng lực số trong thực tiễn ở Việt Nam.
